The only items in the nature of "Special
Expenditure" to which I need refer are an appropriation of X10,000 under the Sanitary Department to permit of a continuance of the
policy of removal of ceilings as a plague preventive measure and partial provision under Volunteers for re-arming the Corps with Rifles sighted for Mark VII ammunition. This measure has become
necessary because the majority of the Rifles now in use are of an obsolete pattern and are rapidly becoming unserviceable. Those of modern pattern will be re-barrelled to take Mark VII ammunition, Mark VI, the ammunition now used, having been superseded at home. An estimate of $7,200 has also been inserted for the purchase of four new pattern Maxims for the Civil Service Company recently
raised.

The programme of Public Works for 1914 is larger than for any previous year principally owing to the large
